The India Justice Report 2020 assesses capacities of state police forces based on indicators such as the structural availability of resources, staff, diversity, budget allocation and usage, to name just a few. By and large, we see that rising vacancies, inadequate diversity and poor accessibility continue to plague the structures that support policing capacity.

As per the latest report (2020), Assam improved on 4 out of the 15 indicators considered under Police. The score under each of these indicators can be seen in the table below. The table also show the best and worst scores for each indicator along with the name of the state with the best score.
One of the indicators where Assam is substantially behind other states is Spend on training per personnel (Rs, 2019-20)
. As per the report, Assam spent INR 15 whereas Bihar, the state with the highest rank for this indicator, spent INR 32,310.
